Project Introduction
Project Background
The capacity of sewage treatment in the natural villages where many primary and middle schools and kindergartens of Tong'an District are located is insufficient to accept sewage from local schools, and municipal roads where some schools are located have no municipal sewage pipe network. Therefore, the sewage from schools cannot flow into the sewage system for treatment.
On June 15, 2018, the 27th executive meeting of the Tong'an District People's Government of Xiamen City determined that it was agreed in principle to implement matters on sewage treatment in primary and secondary schools and kindergartens in Tongan District. Requirements in the meeting were as follows:
(I) In accordance with the requirements of environmental protection supervision, comprehensively sort out the sewage treatment projects of schools in the district to ensure "full coverage" of sewage treatment of schools.
(II) The Education Bureau and the Construction Bureau promptly organize and accelerate the implementation of the project, and ensure that all towns (streets, markets) fully cooperate with each other to provide land for the project.
(III) Make overall plans for the subsequent management and maintenance of facilities, and establish a long-term mechanism for facility operation and management. After the completion of the project, it can satisfy the requirements on supporting facilities for treatment sewage in primary and secondary schools and kindergartens in Tongan District, but also play a role in protecting the environment, saving energy and reducing emissions for the benefit of future generations, and promote the development of the city's material and spiritual civilization.
Preparation of Plans Based on User Needs
This project covers a total of 16 school sewage pipe networks in schools and 11 new sewage treatment stations, with a total design water capacity of 1,090m3 a day. Of these 16 schools, 4 kindergartens (primary schools) are jointly established with primary schools (primary schools). The proposed sewage treatment stations are as follows: one new sewage treatment station with processing capacity of 100 m3 a day will be built in Lianmei Middle School, one 300 m3/d sewage treatment station for Wuxian Middle School and Wuxian Center Juncun Primary School, and one new 50 m3/d sewage treatment station for Fengnan Middle School, one 300 m3/d treatment station for Huaxing Experimental School, one 50 m3/d treatment station for Chengdong Middle School, one 20 m3/d treatment station for Heshan Primary School, one 100 m3/d treatment station for Lianhua Center Kindergarten and Primary School, one 30 m3/d treatment station for Lianhua Center Yunyang Primary School, one 20 m3/d treatment station for Tingxi Central Xiyuan Primary School, and one 70 m3/d treatment station for Fengnan Xintang Kindergarten and Primary School, one 50 m3/d treatment station for Wuxian Cener Primary School and Wuxian Center Kindergarten. There are a total of 11 sewage treatment stations, with the designed water capacity of 1,090m3/d.

Fast, efficient and simple on-site installation and construction
In August 2019, the Environmental protection supervision commission of the CPC central committee inspected Xiamen Station. The project passed the inspection and was approved by the leaders of the Education Bureau.
This project involves 16 schools. As of mid-September, the project has been basically completed and has been put into use successively. According to the site visits, the environment inside and outside the school have been significantly improved after the project was completed, and sewage was not discharged directly into the river. It is a good improvement in the water environment.
