The First Provincial-Level Local Regulation for The Rural Domestic Waste Treatment Facility Management Field Will Be Put into Force throughout the Country after January 1!

Zhejiang is the first province throughout the country to comprehensively implement the rural domestic waste treatment. At present, over 90% of the administrative villages in the province have successively built the domestic sewage treatment facilities. The construction and operation of the rural domestic waste treatment facilities have not only improved the rural area environment but also leveled up the happiness and enjoyment of the people.

To further strengthen the rural domestic waste treatment, improve the rural areas’ capacity of domestic waste treatment, guarantee the normal operation of the treatment facilities, and perfected the living and ecological environment for the people in the rural areas, our province this year also has launched the first provincial local regulation on the rural domestic waste treatment facility management- Zhejiang Rural Domestic Waste Treatment Facility Control Regulations, which will officially be put into force on January 1, 2020.

The Regulations have confirmed that, Rural Domestic Waste means the sewage produced in the daily life of the rural areas, and the waste water produced in the operation activity like rural public welfare undertaking, public service and homestay, catering, washing, hairdressing and beauty. The rural domestic waste treatment facilities include the centralized processing facility and household-used treatment facilities to undertake the rural domestic waste treatment, excluding the simple household handling facility for the on-spot domestic waste treatment.  

The Regulations have explicitly stipulated the scope of the rural domestic waste and treatment facility, the construction and supervision duties of the government departments, the conduct code of the operation and maintenance unit, the responsibility definition of the facility user, and the legal liability of the parties, filling up the law gap in the rural domestic waste treatment facilities management and symbolizing the rural domestic waste treatment facility in our province has stepped into a track of legal management. It bears a significant meaning for guaranteeing and boosting the rural domestic waste treatment, improving the rural living and ecological environment, constructing the beautiful rural areas, and boosting the rural area development.
